福岡・大阪のセミナーから先ほど東京に戻ってきた。４日間で１５０通のメールが届いていた（そのうち４８通は、例の別ボックスに仕分けされたメールである）。いま返信を終えたところだが、ひとつ印象的なメールが海外から届いていた。
コロンビア花卉協会からのお知らせである。以下、原文＜ニュースリリース＞をそのまま貼り付けるが、要するに、米国が中南米諸国（コロンビア、エクアドルなど）との「自由貿易協定」を締結した結果、これまでやり玉に挙げられていた中南米からの輸入花に対する関税が無税（のまま）になったということである。
このことは、日本の農業に関してつぎのことを示唆している。日本も米国にならって中国の脅威に備えるため、東（南）アジア諸国（韓国、台湾、タイ、インドネシアなど）と自由貿易協定を結ぶ日が目の前に近づいている。そのとき、農産物（稲などの基幹品目を除く）の関税が撤廃されることになる。とくに、切り花などの装飾用植物は、コロンビアの例を見るまでもなく、原則的に関税がゼロになるはずである。もっとも、現状でも関税が課されているわけではないから、この動きは将来にわたって、日本の花産業を輸入攻勢から護ることなどできるわけないことを意味している。

Free Trade Agreement
US Congress notification is now in process
(Bogot?, Thursday August 24th, 2006). Today, the US Government notified the Congress its intention of signing a Free Trade Agreement, FTA, with Colombia. Augusto Solano, President of the Colombian Association of Flower Exporters, Asocolflores, underlined that the differences between the parts were left behind. This renews the possibilities of an approval of this important trade agreement and of the extension of the Andean Trade Preference and Drug Erradication Act (Atpdea).
Ninety days after this notification, the Presidents of the United States and Colombia will sign the agreement and then the Congress of the US will discuss it for approval.
On the other hand, the Atpdea preferences are extended until December 31st, 2006. This agreement offers trade benefits to Bolivia, Peru, Ecuador and Colombia, which means that flower exports to the US do not pay duties. Augusto Solano emphasized that until the Free Trade Agreement comes into force the Colombian Government will seek the extension of Atpdea preferences, allowing Colombian exporters and flower buyers in the US to keep the current trade relations free of duty impositions.
